And also before the opponent commits his charactersto the story, if I play this guy on my turn? (So the effect will not affect my opponents characters, right?)
Do other characters go insane even if they have a [Terror] icon or the Willpower keyword?
No, only those who can go insane are affected.
Does this guy get a success token even if no characters go insane?
To answer my own question: it is a response, not a forced response. So I guess she can just opt not to use it?
Yes on both counts, so if no-one is there who will go insane, don't bother.
