This could potentially be a marginally useful card as more neutral characters are making their way into decks (Descendant of Eibon (TTotT), The Mage Known as Magnus (TWC), etc.), but the cost is prohibitive. Khopesh of the Abyss (TSS) is just so much of a better card as it does not have the neutral-only restriction.
Overall, I agree that it's a bit too limited, but if you play someone who likes to put Master of the Myths into every deck it might be worth taking. Keep it on a cheap support character and he can no longer send Master of the Myths to eat the Combat struggle with impunity.
Too specyfic, would work nice against Descendant, and could help a bit against Marcus Jamburg (WoP) but Master of the Myths (IT) is technically ST not neutral (another reason his ST affiliation makes some sense, it also helps him against Neutral Ground (TOotST))

Could combo with Old Sea Dog (TPtY) and Neutal ground, to blank and then kill all except AOs, but it doesnt look that strong considering how many cards you need to use it.
I'm just not paying attention today :)
