Bending the Rules, which is a marginally useful card, shows how bad this card is. If DSotO cost 0, there might be something, but since you have to pay for it, you're just draining one domain to undrain a larger domain. And then there's the "number of characters that left play" restriction. Too many moving parts for this to be something you can count on.
