This is a better card than it initially appears to be. The mandatory ST character removal doesn't have to be a cost - it can be a significant benefit, particularly if it is used in combination with characters that provide a benefit when they enter play, like Recruiter for the Lodge (TOotST) and particularly Lord Jeffrey Farrington (TOotST). Also, combos well with Rich Widow (PT).

I have overlooked this card thus far, but as Runix mentioned, it could be a strong card in the right deck.  It has a good set of icons to go with it's willpower.  

Now that Initiate of Huang Hun is unrestricted, I have been using him as an eventual way to refresh BRB by bouncing him using Initiate, then returning Initiate with Knight. Or you can just return BRB to your hand with him. Works great with Jeffrey too. He's a x2 in my modern ST decks.

I only recently began to branch out in other factions than MU/Shub (we had our card pool split in our gaming group), but this appeared to be a great toolbox card. There are more than a few obvious uses (most of which are already named, I guess), and I wouldn't be surprised if there are some hidden combo gems to be found in the growing ST card pool. I really like it. 2-off seems to be a good number, too.

This is a great way to reset August Lindquist as well, which is harder due to his Willpower.

The only thing worrying me is that it's a _Forced_ Response. If you ever end up in a situation where you don't want to bounce any of your characters, you're hosed. Given that in most of my recent games I've been lucky to keep one or two characters in play at most, I'd never play this guy.

Well, you can always target himself. But I agree, in a heavy removal environment there is no place for a guy like this.
