IMO, this guy does yeoman's work in any ST deck. Not a sexy card by any means, but he's the grunt that runs the engine, the guy that does the dirty work so the rest of the deck can shine. Every good band needs a solid bass player, and that's the Librarian. 4/5 stars for me.
It is an interesting card, but has yet to find it's way into a deck for me. The 3 cost slot for ST is so full of excellent characters that I haven't found room for him.
If you have something that rewards you for discarding, or you have cards that want to be in the discard pile (Yog), then he might be good. But the 3-cost spot is very competitive in ST and his icons aren't great, so just using his power for deck tuning has him seem weak compared to the other choices.
