Any card that can throw a monkey wrench into the story phase is worth considering. This does just that, and at relatively affordable cost, and is particularly effective against, e.g., Cthulhu decks that run lots of icon-heavy characters.
Does this mean the character gets the other character´s icons plus his, or instead of his? I guess it´s the first option, but then I don´t why would anyone choose another player´s character to get his icons.
Because ST is weird. :) It can be used for giving T icon to character you want to kill or when you want someone else to go insane and he was just a shield. Not too useful though.

It's an option, doesn't mean you have to use it. Rarely, it may come in handy but most of the time you'll want to steal their icons instead. Fantastic card, I can't imagine building a Silver Twilight deck without it.

There could occasionally be an instance where you'd want to give your opponent's character more icons.  If you're running Government Exorcist, The Sleepwalker, Stealthy Byakhee, Unfathomable Elder Thing, Thomas Bannano, Cafeteria Lady, Call the Custodes, Enraged Gug, etc. then you could very well want to give your opponent's characters more icons.  Doesn't happen often, but it could conceivably happen.  Probably 95% of the time you're going to be giving your own character icons though.
