I can see him being used with all the new Government characters announced in For the Greater Good,
Strangely anti-synergetic with the Lieutenant since you can't any longer push Government characters out for 0 with Clarkston in play. And Agency especially tends to make good use of those 1-domains, so it's not entirely a non-issue.
edit: Great! Now that I looked up the Lt.'s db-site to link his card over here, I see that the issue has already been brought up over there
