This is one of the best cards in the entire game, and I think it's even better than Mr. David Pan.  While Pan makes skill the only thing that matters, most characters will still be relevant during struggles.  With St. Claire, low-skill characters don't even matter during struggles.  There's no ganging up on St. Claire with a bunch of low-skill guys like there is with Pan.

 

Furthermore, St. Claire's icon spread is awesome.  It's not like she's easily beaten by one guy with a skill of 3.  It'll typically take at least two 3-skill guys to take her down.

 

The two-fold threat of St. Claire is amazing.  The opponent needs 3+ skill guys just to play, then those same guys better have good icons too in order to hang.  That really narrows the field on who can stand up to St. Claire, especially when you support her with skill reduction and other high-skill characters.  

 

St. Claire's a beast and a deck archetype unto herself.  She makes 5/5 stars look easy.  If she had protective keywords, she'd cost 4 and be called O'Bannion's Inner Council.
