I think I've always read this wrong, but how I'm reading it now seems insane.

 

So, let's say I have an Uneasy Translator and Lucas Tetlow on the board.  And let's say my opponent has 5 Syndicate characters on the board.  Doesn't that mean the Uneasy Translator can give Tetlow +10 skill?  That seems to be how the text reads, but maybe I'm missing something?  That just doesn't seem right.

It does say each character, not each faction, so yes +10. It seems generous, but in most games I have played skill plays only a limited role. Zero vs not zero seems to be the biggest factor. He does seem like a useful guy to have around when playing opposite syndicate though.

Or in a Syndicate/MU mash-up.  A single Uneasy Translator could give Mr. David Pan +10 skill or more on a pretty consistent basis.
