It seems like this card can be Agency's version of Stalking Hound, albeit a temporary one. I like the stats on this character better than the Hound's, for sure. Even if you pay full-price for this card, it still seems like a pretty good deal as far as surprise blockers go. Team it up with Cthulhu or some effects that like the sacrifice that happens at the end of the phase, and you have a nice little card here.
