Spending the Winter Stores wouldn't do anything in your deck as is. Neutral Faction is not a house so this plot wouldn't be able to grab any attachment at all.
I'd consider runnign this out of a house instead. If you don't want to do that Neutral decks can work but I think to really take advantage of the draw from Hollow Hill you should have a couple characters from other houses, even if they don't have the brotherhood trait. Viserys Targaryen (Core) would be a good choice as you can save him and bring him back to your hand to play him again next turn for a easy draw.
I'm not exactly sure why you are running Kingsroad Fiefdom in your deck, You don't seem to have much that uses influence except for rusted sword and I don't think you are going to want to pay 2 gold for that location just to play the sword
