50% of the cards in the deck cant be played during setup, which makes it even harder to get the ball rolling. 22/27 characters are unique, with no saves and no recursion your valar is more likely to cripple you more than your opponent. I did not notice much draw built into the deck other than Renly, and that is situational draw at best. I Have been toying with this concept myself, and I do think it is a Solid Concept. I do not know your card pool, but I would certainly look into the Recursion theme that is so readily available in the house of the Stag.

Starve for your King has great surprise value over playing lots of locations. You opponents will expect you to play low cost characters, but you'll be able to marshal more than they expect. Nice pick.

Personally, I'd want more characters. I'd consider dropping 1 Whipers From the Hill for Shyra Errol (ODG) as they do about the same thing, but Shyra can be played in Setup, win you a challenge, or be military claim. You could drop 2 Smugglers Coves for Stannis Baratheon (Core) x2. Finally, I'd drop Formal Petition for Street of Steel. 0 cost locations are the lifeblood of my HoD rush-style decks.

I'd also think about King's Landing Coup (AToTT) over Men of Duty or Hearding the Masses.

Ps. I really hope you get to play both Make an Example and Superior Claim on the same turn... EPIC!

Having Shireen Baratheon (VD) in there is kinda pointless if you're already running HoD no? Or does her ability cancel out HoD to be replaced by her own? In which case your HoD location becomes suddenly vulnerable.

I would also suggest Ser Eldon Estermont (MotM).
