Through the Magic of cheating.
Silly of me, I missed that bit of text. Which sucks, because I love the put-in-play/draw effect. And looking at the cards now, Maester Aemon's Targ version needs to go, because he's not worth 4 gold. Hmm. Maybe run it as a stark deck with Alliance for Stannis? He's the main reason it's Bara.
Also, Thoughts on cost reduction? Beyond the Gift, Which I don't have, I'm unsure what would be good. That's another reason Passing the Wall was in there.
I think other than the gift the only thing that reduces neutral characters is the shivering sea which has to be discarded to be used.
There's Flea Bottom which reduces the cost of a character by 2 but they come in knelt.
