The goal was to build a functional Treaty deck, in an attempt to prove myself wrong that they kind of stink.

The idea is to flood the board in your set up, as nearly the entire deck is 0 or 1 cost. Then Fear of Winter - Blockade - Art of Seduction for as much slow/shut down as possible. Use the events and the Wildling to get as much power as you can.

Its worked okay in playtesting, haven't tried it out in a real environment yet.

I tried a treaty deck and it worked out much better than I expected. As I played the deck I came to realize that the agenda's drawback, while still certainly significant, is not as great as it seems at first glance because many games are basically decided before either player reaches 10 power anyways, with one player or the other having achieved an insurmountable advantage in board control, card/hand advantage, or both. It definitely comes into play in some games though and it hurts against rush decks of course.

However, for this particular deck, it doesn't look like you're even running that many stark cards. The advantage of the treaty is being able to run some of (unfortunately not all due to "House X only" restrictions) the best cards from another house in addition to your own house's good cards. I'd really like to see more of the strong or efficient Stark characters like Damon Dance-For-Me, Ser Jorah Mormont, Maester Luwin, The Bastard's Elite, Reek, Hungry Mob, etc. If you toss in things like Lucas Blackwood and Ser Kyle Condon then the new Arya from HoBaW could be a good pick as well--especially given that she comes into play for free with Braavos on the table :) She also avoids the card's biggest drawback in this particular deck, that being that you can't use Shadows Arya with her--because you can't run Shadows Arya here anyways. I also think the shadows version of Sansa is better than the core version here given that you only have 3 attachments.

Hungry Mob is in the deck. Shadows is slow for it; most draws its a 7 drop set up. The idea is speed.

The New Arya could be a good call. The Sansa was literally just thrown in for another quick drop lady that may or may not be useful.
I would consider including Gilly (RoW)/Carrion Bird (TWoW)/Cat o' the Canals (RoW)/Reek (MotM) instead of Zealous Collector and The Grand Melee (TGM) instead of Retaliation. And I agree that this Sansa Stark (TftRK) is way better than the one you have chosen for your deck.
