Samwell doesn't have the word "summer" or "winter" on him. Now if he was searchable with it then it would be great. So that is 5 targets, which is kind of low
icarus911 - sorry, my mistake - I overlooked kingsroad and yes,Samwell haven't word summer or winter, but 5 target cards is quite good.

At the Gates is so nice with Wendy or Murenmure. I usually always run it with GJ. The repeatable save, or repeatable cancel with Murenmure is so Money. I like Forgotten plans but Breaking and entering seems like the plot I would be looking to change out. I understand the 2 claim is real nice paired with Vic. But I would possibly look into another plot. I am a huge fan of Twist of Fate. A lot of people do not like it because it tends to backfire from time to time, brutally when they have a 2 claim plot showing. In my experience though It benefits me more often than my opponent. I might run Art of Seduction and Twist of Fate instead of the BaE and FP. If your dead set to remove AtG then I would go Art and Twist instead of AtG and BaE. The combo of Art into Twist could ensure you to go first, either wiping your opponents board with Vic's ability or kneeling most of their board out, minimizing the chance of backfire.

One last thing. Draw is important as hell with SOF. Sam and his birds provide a ton of that draw. I would consider running a couple copies of Ill tidings if you keep At the Gates. The reason I say this is because it would help with draw since its a Raven card (Many people often forget that) and help remove annoying attachments. Enslaved is the first one to come to mind, your Maesters, or Sam would be my first target with that particular attachment. Your increased draw is the only thing your agenda gives you, if someone were able to steal Sam then they are suddenly using your agenda against you, since they also receive the increased cap. There are several other Attachments that are a pain to deal with as well. Your only at 60 cards, I don't know how much of a stickler you are about that but I would have no reservations running 62 cards in order to fit in a couple copies of Ill Tidings.

Overall I really like the concept behind the deck. I have been considering something similar to it. Not sure my sub theme would be Cancels, but they are on my short list of possible sub themes.

Luckily Samwell Tarly (TRS) is no attachments, so Enslaved (THoBaW) isn't that big of a threat as most of the relevant dudes the deck plays are at 3+ gold.

That being said I still stand behind Ill Tidings as a useful card in a deck such as this, if and only if he keeps At the Gates.

Don't feel too bad, I've tried to hit Samwell Tarly (TRS) with Flame-Kissed (Core) more times than I'd like to admit...

You wouldn't be able to play Ill Tidings (IG) for two reasons. Firstly, if you don't control a Maester or Learned crest character then you wouldn't be able to play Ill Tidings (IG) since you wouldn't be able to pay the cost. Secondly, if you don't have a target for an event then you also wouldn't be able to play it. So unless you have a Maester or Learned crest character able to kneel for the effect as well as am attachment that can be targetted in play your Ill Tidings (IG) is suck in your hand.
jensen thing about at the gates is i've always played it.its in every gj deck i build.
but this isnt a choke deck and i think you dont need a muremure t1 or t2.
you want to to go aggro as soon as possible and with 6 cards per turn i think i can find wendy if i need him.
finally,enslaved is quite bad nowdays,not many cheap+good characters around with so many aggro decks and so many armies.
