This is my Lannister deck, built with 2 Core sets, and 1 Lions expansion. I have decks for all 4 of the major houses, so some of the neutral cards have made there way into those. Looking for tips is to which Chapter packs to get, to aid each of the 4 main houses.

If you're looking for constructive critic here are some of my suggestions. Going the intrigue route, I would most definitely include Cersei Lannister (LotR), she is an amazing character.Cersei's Scheme (TPoL) is also a very helpful plot card that plays to your strengths. I'd also consider your characters expenses. A lot of your characters are 3+ gold, which can be hard to afford. You may have better luck adding some of those +1 gold characters like Lannisport Weaponsmith (Core)

Given your creation parameters you may not want to include this, but I'd consider the agenda that comes with LotR
