This is a control deck, shown by its plot choices.

There is plenty of economy (18x 0-cost cards).
Mulligan into set-ups of 4-5 cards, which is usual.
This is surprising from a build solely of all uniques.
With every character (except Lyanna, Coldhands, Aemon) having stealth and all unique to fit with 2 plots and Lyanna, winning challenges on attack is not difficult, often unopposed.

The problem is surviving opposing military claim as character quality is high (13 characters cost 1-2).

Hence plot choices are similar to a control build:
Loyalty Money Can Buy can end up a 3-0 opener
Shadows and Spiders shuts down Aggro 1 turn
Relentless Persecution is often devastating
Men of Pride further pushes the advantage
Cersei's Scheme because it's great soft control
Wildfire Assault because of your character quality
Building Season to preempt Beseiged or toolbox

6 uniques here have multiple challenge usage:
Tywin, Jaime, Cersei, Balon. Shagga, Janos

There is the usual Lannister build's soft control:
Joffrey's Guard, Margaery, Aerys, Varys, Qyburn, Coldhands, Penny, Iron Throne, Tourney Ground, Brothel, House Divided

There is sufficient card draw, mainly in Marshalling:
Pyromancer's Cache on Rock, 2 Tommen, Janos.
Pycelle should also be a star vs. Martell and Rivers.

Universal stealth make Pentoshi less valuable here.
Refugees make Castellan Ally hate more common.
Hence Cache as restricted (4 cards to bolster it).
Cache and Levy all leverage the agenda's safety.
Playing universal stealth has a different mind set
You can laugh at Lost Oasis, Poisoned Knife etc.
House Divided on uniques to fully leverage plots.
Also do not underestimate Lyanna Stark's ability.

Like most of my delicate builds, this dies to burn.
Although only 2x Tommen and Penny are 1 STR.

A big attraction to me is using named characters.
As such, I imagine it's a good build for a book fan

I suspect it's not as match-up reliable as Tunnels.
However, it's far more fun playing with uniques.

i would definitely play some of those a second time before playing subpar cards like raff,bronn or the hound.you can play some non-uniques too,like septas,the gold weenies and refugees.you could live with 22-24 uniques i believe.

casterly doesnt need a 2nd copy,iron throne does!

finally you could ditch flea bottom,a roseroad,a levy and the 3rd house divided for 2 pairs of events.i tend to use harry and condemned in my lanni builds of late
Thank you, Icarus, for your post - although this is getting embarrassing, like a deck clinic class.
You keep giving such imminently sensible advice, I can't really argue against your suggestions!

I fully agree with your assessment of the weak uniques being included just because of the Rock.
Changing the shallow end of Lannister's gene pool for septas and refugees solves claim fragility.
It obviously improves set-ups (5 cards), aren't hurt by Men of Pride and opens Iron Throne vs GJ.

My reasoning behind a 2nd Rock was because I planned to put all my attachtments in one basket.
However, KottH Bungled Orders Rally Cry is no more and City plots telegraph the turn 4 Besieged.
So playing against a Cities build, I can always spread the attachments so yes, I don't need it really.

This frees Building Season (Lannister uniques good enough without Rock) to become a surprise plot.
As a meta choice, with Rivers in vogue and having poor initiative, I decided to go with Men of Honour.
This is currently experimental but should it work, I suspect it can create the surprise surge for the win.
The popularity of Rivers and the lack of control is why long-standing fave Forgotten Plans misses out.

This deck often prefers to go first (Tywin, Cersei, Jaime, Margaery, Shagga, Balon, Tourney Grounds).
So I didn't feel Retaliation! was appropriate, thus it was either Breaking and Entering or Men of Honour.
Do you think this surprise Rush idea of Men of Honour for a possible surge win is too risky a plot choice?

Finally, I agree Flea Bottom doesn't work here and that Harry the Riverlands is better in the current meta.
You may have noticed a tendency to keep my builds events light (I've always ignored the 30-15-15 rule).

Once again I'm endebted to you, sir, for your help improving the build.
So, as has become almost a tradition, here now is the next iteration.

I am mostly unsure about the plots (like Men of Honour) and the lack of hard control.
If anyone wants to improve this T2 build further, your feedback is more than welcome.
30-15-15 is not right,its too generic.28-34,14-22,0-4,6-12 feel about right,as it varies between control,aggro and rush.in my lanni builds i usually go 32-18-1-9 or 30-18-4-9 if i use cache
Have played a similar deck with an earlier meta (not historically, just limited by our playgroups cardset) and I found that its rarely a bad idea to have 2-3 Condemned by the Council to up the level of location hate. Also, with all stealth going on you can often pull off high strength differential on wins, making Terminal Schemes quite playable.

However I'm aware you're right that you don't want too many events messing up an already limited set up, and old harry's kneeling game is too effective to pass up.

I've also noted All The Gold in Casterley Rock is minimum 4 gold as a plot and normally a lot more when you play location heavy Lannisters with decent draw and can help to get all those pricey uniques into play. I also tend to run 2 or 3 Myrcellas, as her discard effect means that you can play her as a useful card each time. However, thats more of a PbTT trick and may not be worth it for you.

Other unique you may or may not want to consider that I didn't see on your list:
