This deck tries to bring the most out of Hugor Hill.

I usually play melee, but I noticed, that joust is the favoured format here, so I followed the restricted list for joust. However it won't be difficult to adapt this deck for melee. Swap Rule by Decree for Summoning Season, squeeze Myrcella (ODG) in, and you are more or less good to go.

The main idea is to discard opponent's characters with Joffrey and Confession and some other means and then bring them back on your side with Hugor.
Intrigue Gambits are there for Lie for Your King to recycle your key events and also trigger Joff. Some influence to pay for Joff and Confessions if you don't have enough Nobles/Holy, and if you have, then Gregor will be happy to use it.
Fury of the Lion as my restricted choice for the trait and great stats. In melee you can add Caches and Pentoshi Manor if you can squeeze them in (I imagine that Pentoshi will be crazy good with Joff and Gregor)

Will the new Lancel Lannister be finding his way into the deck?

How come 1x of several events?

Not wanting to create a defensive wall of Yezzan's Grotesquerie (CD) to hold the Rusted Swords, so that unless they use Stealth or Deadly, their military challenges will be useless?
I completely forgot to mention Lancel. I was actually building this deck with Lancel in mind and he shall replace one of the less important characters (like Greedy Councilor) as soon as possible. Probably x1 maybe x2. I guess, that until I have Lancel I could also replace Practical Believer with more copies of Jack of all Trades and Painted Dogs. Or Yezzan's Grotesquerie (CD) as you said, it's pretty decent idea with all the Rusted Swords. Thanks!

About the events: One copy of some of them gives the deck more versatility (in theory) and makes it less predictable for the opponent. It makes it less reliable as well, that's true. Lie for Your King! allows me to replay some of them, though the problem may be, that I have to draw into them first. Most importantly I have only one copy of WB and Insidious Ways... :P
I weren't sure if you had seen Lancel. He would be a very strong early game character, and if you are facing Bara or Greyjoy, odds are he will get an extra point or two of strength, even if they haven't gone for a Holy build - A version of Melisandre or Moqorro could easily turn up in either house.

Having only one copy of a card is a valid excuse ;) In my case, as I am the only one to play Lannister at tournaments, I can get the missing core cards.

Best of luck with the deck. Make people realise the power of Lannister :D
