Agenda:
Lanni No Agenda is definitely a strong archetype, but I think for Lanni-shadows its often very strong to run House of Dreams with Tunnels of the Red Keep.

Plots:
Cities provide strong control and good claim. I'm uncertain about Kings Landing Coup, as while its got decent stats and is a good city opener, its hard to mount a solid defence quickly with this deck, and playing it means not playing City of Lies on turn 1. My inclination would be City of Secrets later in the city flop, or a general non-city utility card that will be situationally useful.

Characters:
Having all the Kingsguard is sensible, and its worth using Preston as your restricted. Preston and Jaime are both critical enough to the deck to have multiples of.
3 x Cersei and 3 x Tywin doesn't really support your deck. Strong as they are, they also mess up your set up as multiples of high cost uniques are prone to do. They're good cards that are better in a different deck. I'd consider dropping them for more cheap efficient cards like 3 x Doubting Septa, another Refugee, more income chuds. Likewise while Shadows Tyrion is a great finisher, you don't want to risk a dead draw and he's not a kingsguard, and duplicates of shadows characters with a cost greater than s0 will not come into play in the same turn you bring the card out of shadows.

Lannisport Councilor (RotO) x1

House Clegane Brigands (AToTT) x3 - Cheap but not what the deck is about.
Tyrion Lannister (CoS) x2 - Yes, but one copy
Arbor Guardsman (TCC) x2 - No, this belongs in a hyperkneel deck only, and even then the timing is awkward.

Consider adding:
3 x Doutbing Septa: Good cards of no real cost that belong in most Lannister decks.
Another Mountain Refugee, because no reason not to.
Good neutral s0 shadow cards, such as Shadowcat and Syrio Forel.
1 x Janos Slynt, because he's good enough that he belongs in almost every Lannister deck at present

Tunnels of the Red Keep (CoS) x2

A good choice, and one I'd consider linking to House of Dreams, as I said. No Agenda is good, but generally most worthwhile when you're using cards that require No Agenda. Its definitely worth the compromise to setup to have this guaranteed in play.

Street of Steel (Core) x1
Street of Sisters (Core) x1
Sunset Sea (Core) x2

Be wary of discounters in a deck that is mostly Shadows, as you won't be able to apply them. While XXXX Sea x 3 is de-rigeur for most decks, shadow decks are maybe the exception.
For discounting, consider 3 x Twilight Market.
Effective discounting, zero cost, though limited.

Golden Tooth Mines (Core) x2

I'm inclined to run 3 of these almost always.

Lannisport Brothel (Core) x1

Expensive for outside of a Hyperkneel deck but not terrible.

Kingdom of Shadows (KotS) x1

Good card for the deck.

The Roseroad (KotStorm) x1
The Searoad (KotStorm) x1
The Goldroad (LotR) x3

Reasonable choices, be wary of too many limited, but you're basically ok with this at present, just something to be aware of if you add 3 x Twilight Market.

The Iron Throne (LotR) x2

Never a bad idea.

A good utility package for Lannister. Terminal Schemes may not be so good as normal as you may end up with less Intrigue than most Lanni decks. Consider 1 x Dissension in place, which in current metagame is very strong.

My own favourite package right now is 3 Counterplots and 3 Infamous, though playtesting is still telling me if this combo is worthwhile.

Thank you for this in depth analysis! I don't know why it isn't showing that I have 3 Golden Tooth mines and 3 refugees as that is what I clicked (you will notice this says 58 cards not 60 and those are the two missing) but the rest of the points you bring up are well worth a solid consideration.
Haven't read through the whole analysis from Askle, but I think not running On My Oath when you have Preston as your restricted is a mistake.

I do appreciate your opinion! Thanks so much as it is my first deck posting.

The only thing I strongly disagree with is the part where you tell me House Clegane Brigands is not what this deck is about. I don't run an agenda so I can get these guys to stand after every time I win an Int. challenge. It is extremely helpful in all the games I have played with.

The really good point is the Arbor Guardsmen. They are left over from when I had Castellan in here as well but then Preston got restricted too. Even then it only got off a couple times. I will be dropping them in favor of something else.
I can't deny that the Clegane Brigands are strong cards, I just worry that they occupy a 4-cost slot. If they're all you're getting out of No Agenda, I'm still fairly confident that House of Dreams with Tunnels of the Red Keep is going to give you more consistent benefit. HoD Lannister can also benefit from the wonderfully efficient Attached Levy (0 cost for +1 gold on setup with no Limited? Pretty damn useful) and does really well with restricted Pyromancer's Cache, though I can see that Preston might still serve you better.

If you are sticking with No Agenda, maybe lever more advantage for this by swapping out King's Landing Coup for Summoned By The Conclave? Though I admit that in the current no-agenda heavy meta this might be a risk, it can also be a game changer and makes sure you get Jaime or Jaime's duplicate.
