Is this for Melee or Joust?

If Joust, then you have your agenda, Fury of the Lion, Castellan, Tin Link and Pentoshi Manor as restricted.

If Melee, have you only gone for thee different chains, so you are able to get them all off and not risk getting 0 points regardless of how much power you have if there is still a chain on your agenda?

I only really ever play Melee so this deck is constructed for that format. As for the chains, I wanted less than 12 for sure and wanted ones that I thought fit the deck most. SInce most of my guys lack the Military Icon I knew I needed the one that gave it, my meta uses a lot of attachments and I also look at this as a control deck.

What do you think? I've never built or played a Maester deck, so counsel would be most welcome.
Also, In the most recent iteration of the deck, Forgotten Plans turned into Outwit.
You said you wanted less that 12 chains, but as you must have different chains on the agenda, you only have three to worry about, but then a further four waiting to be drawn. Going up to 5-6 different chains, all on the agenda should be viable. Getting them by winning or loosing, and making the most of the support mechanic, means that should be a realistic amount unless your meta is going for extreme rush that wins by turn 2, or falls apart and becomes an easy source of power for everyone else.

As it is for Melee, maximising power is going to be the key factor.

Creylan will likely be your key to victory, so it might be worth bringing him up to three copies, so that he has a second duplicate to extend his lifespan.

With more opponents, the core version of Grand Maester Pycelle (Core) may be more useful, as there are more people who may trigger his ability. Plus, you won't be able to trigger the Limited Response if you have used any of your others, such as Fights No Swords Can Win, Castellan or Ebrose.

Why Regent's Spy? For a cheap 1 cost character with Intrigue? If so, looking at Strength 1 characters for the same cost gives you a greater set of options. Alternatively, due to the kneeling effects you are using (which will make you a target, I say from experience), and that you admit that Military is an icon in short supply for you, what about Queen's Guard (TBC)? When you have multiple copies in play, it can lead to a powerful bargaining tool, as you could have it where in exchange for one opponent letting you kneel their character, you get to kneel more than one character from a different opponent.

Ser Arys Oakheart (PotS) should be added, as he gives much needed Renown and Military, and there are more targets for his ability in melee as well.

Darkened Hallways won't do much for you. I would go with a reducer, such as Shadowblack Lane (Core).
