I merely took that idea and made a deck. It's more an example of how such a deck could work than anything serious - certainly there's a large number of elements that were basically just thrown together and thus there's little in the way of efficiency in the card selections.

This is the second-draft - initially there was a lot more out-of-house stuff, but there's not enough Greyjoy Holy that's good to justify including in the deck, which meant Volantis had to go, which meant most of the remaining Greyjoy had to go too. Without any Baratheon reducers, the Baratheon stuff had to be really good to justify its inclusion, so I've limited myself to the bare bones of one Fanatic, one Altar of Fire and 3 Mels. Even with this I was struggling to get enough gold to consistently play the stuff, so I opted to go quite resource-heavy. Creylen and Lannisport are then in there to take advantage of this later on when the gold isn't required for characters.

Overall I'm not sure I could recommend this deck over regular Bara-Asshai, although I can't just dismiss it either - having that extra intrigue challenge to synergise with Mel makes a non-trivial difference. I'm sure in the hands of someone who can play Lanni better than me, and tweaked by someone who can build Lanni better than me, this deck could be quite potent, even if it doesn't threaten the top tiers.

Cool fleshing out of this concept. I'd be interested to try this with Myrcella Lannister (LotR) for a third Intrigue challenge on a critical turn to, perhaps, allow Mel to grab another 3 power. If you time it right (esp if you see you can get these unopposed), Mel could net you 9 power just on unopposed Intrigue challenges during a PoF turn. Add Cersei to that mix and it could close the game pretty quickly.
Myrcella makes a lot of sense here. In retrospect I'm not sure why she isn't in there. Guess we can chalk that one up to an oversight! What would you take out for her? My instinct is the Maester and the Arrogant Contender, but I'm not sure.
Creylan goes well with all the Intrigue challenges though. However it does depend on how much gold you find you have left at the end of each marshalling phase.

Maybe a Moneylender and a Steward, as whilst you take a dent in come, there are still 13 income producing cards left in the deck?
I agree with NuFenix on Creylen... just too much extra power that you could be passing up on. I'd consider Contender and maybe that single Refugee.
This is an awesome idea! I would consider the idea to play some learned crest and the plots
Schemes of the Scholar (HtS) and Outwit (TIoR), because you know, when they see Melisandre and Cersei, Valar is probably the next plot and rarely you will see them with dupes. How about a
Summoning Season (Core)? It's true, you opponent will also look for a character, but I think that Meli or Cersei are worth the drawback. Especially because you can play Alliance (PotS) the next turn. Then you will have Cersei and Meli, and probably at least one learned character. Is time to use Outwit, 9/10 your opponent will use Valar. It's true, you "wasted" 3 turns, but you have Cersei, Melisandre and for the other 3 turns your characters wont kneel to attack... What do you think about this?
