I always love seeing Lannister decks on here, and Shadow cards are a love of mine, so seeing a deck like this makes me happy.

First, which Plot are you intending to drop, as you have 8 of them? Due to have both of the claim 2 City plots, I would suggest Mutual Blackmail. Depending on what else you own, I would also suggest changing Mutual Claim into something that can give you more income. All the Gold in Casterly Rock (LotR) could help give you a massive boost for income, as having a couple of Lannister locations will not be hard for you. Alternatively, Muster the Realm! (QoD) can help protect you against Military, or Hear Me Roar (Core) can help
push your challenges through as most of your characters will have Intrigue to not suffer the downside.

I am curious why many of your events are only 1 or 2 copies? As you are concerned with your income, having Shadow events that will cost money to go there, and two different events that require gold to do something, I personally would re-think your choices. Increasing to a third copy of A House Divided would be a handy, as it helped me so many times this weekend.

On a similar note, how come characters are numbered in a similar way? For your non-uniques, is there a reason why you haven't gone for the maximum of 3 of them? Is the deck intended for Melee or Joust? I ask because if Joust, why use the version of Varys that you have listed? Whilst one less Strength, Varys (SaS) gives you the same icons and also helps discard an Ally.

Finally, I only count a total of 5 cards which are non-Lannister Shadow crested, and will cost between 2 and 5 gold to bring out of the shadows! As such, I wonder what made you choose to use City of Shadows agenda, as well as not go for more options, as well as cheaper ones?

I hope you haven't minded all of my questions, and look forward to hearing back :)
Thanks for the plot suggestions! Hear me roar is awesome in melée.
I drafted this deck before Lions of the Rock came out. Yeah, will probably drop Mutual Cause and maybe a couple City plots.

I used to have more out of house shadow characters in here, thus the shadows agenda. I added some Lannister weenies for their resource value.

Too many good events to pick from! Plus, I never rely on drawing certain events. They are pure bonus.

Ditto for characters. I've seldom played Lannisters so it's hard to narrow down.

I will ponder your cost sugestions!
Well, I will happily share whatever I can with you. Lannisters are my main house, and currently they are all I play in tournaments. Partly because they are underappreciated, partly because no-one else likes them, and partly because I like them :)

With the City plots, you either want 4-5 of them, or just City of Spies, and focus on other plots instead.

Whilst you can't rely on drawing certain events, or any card for that matter, if you consider it worth going in your deck, I would aim for 3 copies of non-unique cards. If a card is worth having, have as much of it as you can, so you will see it more, and use the effect the most.

If you are trimming down the amount on non-Lannister Shadow cards, then it may get the case of deciding if the agenda is worthwhile. The Black Cells (TftRK) goes well with Lannister, as you can use it in conjunction with your kneel effects so that they have even more characters who won't be able to do anything that phase. Or, you use its effect in the Standing phase, to stop their characters from standing. Between three of them and Lannisport Brothel, you can lock down their annoying characters.

However, I don't like advising cards too wildly, as without knowing what cards you have access to, I don't want to suggest cards you don't own. When I had a small pool to begin with, getting told to use cards X, Y and Z when I didn't own them didn't help me work out what I could do with the deck at that stage.
