At the first, you must play A TIME FOR RAVEN plot to search(but only if you haven't got it in your hand during the setup phase) black raven for the draw engine..then 'savemaster'(Maester of the sun)---this character is the most important because can save your main sandsnake(Obella Sand and Tyene Sand). The FORGOTTEN PLANS is here for cancel 'fury' plots or FEAR OF WINTER. Do NOT forget the deadly weapon engine---that helps you to play the 'power barrage' cards---Superior Claim,Make an Example--and win the game more faster...thats all

Since this is very similar to the deck in the other thread, I'm gonna echo Darkbane's comment from there. Fewer attachments, more locations.
Fewer Attachments?..More locations?..Why?..for income?...if I play summer I don't need another income...my charakters are cheap but with good str. and support to another sand snake...I only want to replace some cards to add Narrow escape event cards for cancel the Valar and against some military decks(like Dothraki...)...

I would be worried that the attachments clog up my draw a little. And like Darksbane suggested, Open Market (ASoS) would be a nice addition to get back an event when you need it.
I'd also replace Mutual Cause, especially if you're planning on playing this in joust. You'll always want to be able to make a power challenge with your deadly characters and high claim.
Basically what Saturnine said. A good setup draw really helps a deck and with so many cards that just can't be played in setup your chance of getting a 1 or 2 card setup goes up. And if you really think you are good on income Martell has some pretty great locations such as the already mentioned Open Market and Lost Oasis (AToT).

As far as your plots go, for 1 gold less you can use one which could benefit your more. Fear of Winter (BtW) is a great plot when played at the right time. It can really help solidify your board position. I'd also consider a Summoning Season (Core) over another 2 claim plot. Being able to go fetch a Arianne or TRV at the right time could be invaluable.
Ok I have a few changes....I replace Forgotten Plans with Fear of Winter----it was greatly boost my deck(another 2 claim value with cruel text)....then I completly remove Red Viper because I must play a lot of Sand snake charakters(and viper cannot benefit from theirs special supports like deadly or vengeful) and I repace him with The Viper's Rage (TftRK) (2x)...at last I tried to remove all the deadly weapon engine(so many attachments and Alchemist's shop) and replace them with Lost Oasis,Narrow Escape,Taste for Blood...but I still haven't got much charakters....can someone name some good charakters?....thx
Areo Hotah (PotS) great for kill
Ser Arys Oakheart (PotS) character discard
House Messenger (PotS) and Dornish Paramour (TTotH) for extra draw
Areo Hotah is good character..but he is ally(so easy to remove form play by shadow Varys or by Arys Oakheart under Lanister house)and if opponent see him on the table he is useless...maybe house messenger can be the right character
maybe I can use this Areo Hotah (AE) because this deck is based on loosing challenges(vengefull deadly)
FYI, burning on the sands, venomous blade and fury of the sun are all restricted cards. I'd replace venomous blade with taste for blood. burning on the sands is more clutch then a "fury" plot. with three copies you can use it three times versus a plot card you used once.
Ya I noticed the 3 restricted as well. I might suggest actually getting rid of burning on the sand since you probably want to be losing with snake deck anyways. Replace with taste for blood put on a vengeful character for you opposing challenges maybe. Vipers rage is awsome card I might use 3. Another to consider is he calls it thinking for cancels and also comes in as attachment after. Ser barriston selmy might be a good add with hotah if you end up fighting a heavy discard deck.

Edit: another to consider would be benjen stark. Someone changing it to winter then using valar or someone playing valar as soon as they see a couple unique sand snakes out without saves can really screw up a sand snake deck. I have never added him to mine but considered it.
