The agenda is Quentyn Martell, who I am guessing gets Summoned by the Conclave
He did indeed win - The deck title is Rayleigh, Essex (UK) Regional Winner.
No, he gets Fleabottom Scavanger with it just about every first turn. Basically the idea is if you get a 4 cards setup + the 7 cards that are in your hand + 2 for drawing 2 cards + 3 from Fleabottom, you should see Quentyn in the top 16 cards of your deck enough of the times to not have to go get him. You will probably get even more draw by doing this so getting to Quentyn isn't a issue.
That makes sense! For some reason its never occurred to me to summon Flea Bottom Scavenger.
