Take advantage of the good price ratio to get characters on the board rapidly. The costs of characters balances out the set up loss from the Agenda. Use the Agenda on Bear Island.

Lots of Military crest folks, to stand with Distinct Mastery, stand in defense with Frozen Outpost, and to use The Price of War after you've bounced an opponent's agendacation with Search and Detain.

Against controlly decks, you can go into rush mode. There are a few 2 claimers in there, and since with your standing and killing you're often winning Dominance, Minstrel's Muse can seal a game.

Crikey, updated with the plot I talked about that's not on the list.
So, definitely a good start, but I think there are a few things I would change. I think you definitely want to have in Die by the Sword (LoW) and No Quarter (TBC) in the deck. You could easily replace Terror in the dungeons with Die by the Sword. Terror in the dungeons just isn't that good since it works off of cost, and not strength. I would say you could replace Distinct Mastery with No quarter as well. If you are looking for standing stuff you could look at High Ground (QoD). You already have in Frozen Outpost to help stand as well.

I'd probably try and find room for Brienne of Tarth (PotS) too just to cut down on shenanigans. Probably one of the best characters in the game. You could also look at Catelyn Stark (LoW) too in order to up your intrigue defense. Right now your Bolton Loyalist is pretty easy targets for a Lannister or Martell deck. I also think you should either take out Host of the Bear or put in Bay of Ice (KotS). Just some thoughts, but definitely a good start! I love me some Boltons!
I agree with dropping Terror in the Dungeons for either Die by the Sword/No Quarter.

Hes unable to use High Ground due to Bear Island but its a good option.

Both Brienne ad Cate are damned good suggestions, especially Brienne. She can mess with your opponents options so badly.

Also, no Reek? Hes cheeky enough to be a threat and should he ever trigger his ability he can be frightening.

Personally, I think Twist of Fate is too risky. Yes it has good stats but at what cost?

I'm leaning toward northern cavalry flank over host of the bear. I agree with the terror in the dungeons; that is out.

No Reek because when he grabs a character I can't use Bear Island.

Brienne can slide into the deck for Steelshanks. For Caitlin, I haven't had many issues with intrigue contests in playtesting. :/
old nan is a must in a bolton deck!! You can give the bolton trait to an attacking enemy char and use your abandoned fort to return that character to your opponent's hand! Very powerfull combo.
you can use the same combo with the dubious loyalties attachment (and don't forget, reek with that attachment takes control of opponent's characters and you keep reek! - if the game goes that way, it's better than killing a char with bear island!) The weeping water is great to keep the bolton attachments back to your hand from discard.
also steelshank's reservers are a 1 cost 4str mil/pow no attachment army with war crest! And each time they come back to you you draw a card via dreadfort! only draw back ? you must play first, try high initiative plots with 3x bay of ice and 1-2 karhold rookery (works wonders with harrenhal!) Then you also have no problems having host of the bear (find a spot for a nfc tho... great card!)
I also dislike the loyalists, the 1str melee ones (don't remember their name) are a much safer choise if you ask me
I 'd also use all the uniques x1 instead of x2 to find room for those cards and use meera x2 instead of arya
frozen solid is too much, you have your price of war for locations! I also dislike the hunting dogs... if you have problems with stealth may i reccoment a frozen moat in its place?!

ps. if you are having trouble getting the first few boltons in play in fear that you can loose them, the plot 'fortified position' is great, 4 gold, you erase the negative text of your boltons, but keep the traits (so you can draw additional cards, etc) and erase the mostly positive text of your opponent's characters

It's a stark deck, isn't it? Where is Meera? :D

Btw it's very nice to abuse Abandort fort to bring her back into the shadows by bringing a refugee back to your hand or something like that.
Reading this reminds me how much I like the Boltons...
