There is no way to have Meera come out for free...if you do her ability will not go out, as it needs to be paid to work.
Although Hidden Chambers reduces the cost to bring her out of shadows to zero, it's still considered paying a cost.
No, Hidden Chambers reduces the cost to bring a card out of Shadows (regular Shadows action), it DOES NOT reduce the cost of triggering an ability. Basically you are not paying the cost to "bring out of Shadows" you are paying the cost to trigger the ability, which is not reduced by Hidden Chambers.
So to paraphrase, "the rest of her gold cost" in Meera's ability is not "the cost to bring your cards out of Shadows" but rather the cost to trigger the ability, and therefore not reduced by Hidden Chambers. Got it. Thanks for your input.
And yet, after a reread of the Shadows rules, it could be argued that Hidden Chambers is functionally turning Meera's s1 into an s0, since in the rules the cost preceded with the letter "s" is described as "cost to bring the card out of Shadows". If this is synonymous with "the rest of her gold cost", then it seems Hidden Chambers would reduce her ability, not because of any wording of Meera's text, but by a continuous passive effect on the second cost of the shadows card.
I think I'm now thoroughly confused...
This is a well established ruling, but it essentially boils down to the fact that Hidden Chambers only reduces the cost to bring a card out of shadows (meaning your "Shadows action" before a phase, essentially it only applies during the shadows framework, not during the regular part of the phase). So any other effect that is triggered is unaffected, such as Meera and Guardian Wolf (TIoR). When you trigger their effects you are not "bringing them out of shadows", you are triggering an "any phase" ability that results in that card coming out of shadows.
Ok. I was unaware there was a ruling on this. Is a list of these rulings available online?

Meera can get out of shadows with 0 gold (hidden chambers) as a shadow card action that will not trigger her ability. As everyone else said using her ability is not a "bring a card out of shadows action" but an action that has as a cost the cost to bring her out of the shadows... seems a bit confusing but that's what it is :)
The first iteration of this deck included both Hidden Chambers and Tower of the Hand, when I thought I could make money bringing stuff out of Shadows, and maybe have enough for Bran the Builder's Legacy (Core) come the dominance phase. Needless to say, it was a little too janky to work. But I do think it's time I added the Tower back in. Thanks for the suggestion.
All the rulings are in the FAQ, if it's there it's golden, if it's not, don't rely on it.
