Characters:
In general, you are going to want 30 characters (not counting characters who are really there for economic reasons).
I would:
*Drop Jojen Reed, I assume you included him for Intrigue defense?
*Add 2 House Tully Septons to give you a little more of a solid Intrigue defense
*Add a 3rd copy of The Blackfish. His draw ability plus his ability to make your people non-kneeling is too good not to have every game.
*After you play a few times, add another copy of another Unique that you really like- probably Eddard, Catelyn, or maybe Hoster. Cat's ability to jump in and out means you'll never give her a duplicate, but you'll want to have her in hand always. Eddard's a good way to dissuade people from bothering to attack you, especially in Melee
*Add a 3rd House Tully Recruiter. This should bring you to 33 characters, 3 of them (the recruiters) that are mostly there for Economy.
Economy:
Generally, I tend to run 12 economy cards in my decks and tend to try and minimize Limited locations and maximize free locations in order to maximize 1st turn set-ups. You could actually trim your economy cards a little bit I would run:
*3 House Tully Recruiters
*1 Eddard's Chambers
*Street of Steel and Street of Sisters
*3 Narrow Seas
*3 Great Keeps, Godswoods, or Fiefdoms in some combination that you like. I prefer Fiefdoms or Great Keeps for the better set-up, but Godswoods can be solid choices too.
Support Cards: My advice here is to focus on the cards that support your power-grab. Also, locations that cost more than 1 or 2 may not be worth inclusion, certainly not at x2 or x3.
*3x RIverrun- this is one of your principle ways to get power once you have the game in hand with powerful military challenges.
*In my experience, Winterfell doesn't grab much power, as opponents generally know if they will win a challenge or not. If you run it, only run 1 of it.
*Winterfell Castle is pricey, but running 1 should probably be okay. You could consider cutting it.
*Frozen Outpost is a solid x2 or x3 include in this deck.
*I am curious, why bowl of brown? The price is right on it, but it seems oddly specific for x3
*As for your events, I would run more Winter is Coming and Lethal Counterattack, and consider cutting distraction. Endless Endurance has generally felt like a wasted draw when I've used it. I'd rather ramp up a Military challenge by 1 claim, giving myself board position to be able to win all defenses and therefore, the game.

Bowl of Brown is free and it feels like a safety net while I'm learning the game.
Jojen Reed is a meta choice(for me and my super newbie friends with a limited card pool) and (seemingly)cheap information. My main game is Star Wars LCG. In that game, I can determine a lot of what a player has in his deck and might have in his hand based on other play choices. And, knowledge is power. With Jojen I can glean information about what is in my opponent's deck, and maybe disrupt his plans a bit.
I have two games total under my belt, and haven't even played this deck yet. Still, I wanted some critique
