A fairly aggro stark deck with the tools to deal with almost all types of decks - knights and kingsguard for draw/aggro, location hate, attachment hate(!), and defence tech.

A friend of mine who is new to AGOT has started playing Stark (not really house ive dabbled in! And he wants to know how would this deck protect against a Greyjoy Discard Deck as we have a player in our meta that loves to use this in both Joust and Melee!

Mill decks are generally not competitive. If the milling does become a problem, however, the deck can hit the source of the mill via kill (if it's a character), or location and attachment hate.
A meta mate of mine plays mill and I played him with a similar (albeit incomplete due to lacking some cards) deck yesterday. I won both games mainly thanks to A City Besieged to slam his HoD Deepwood Motte after a couple of turns, which is incredibly useful to repeat with A City of Spiders which I included since mill relies heavily on Corpse Lake also. Kneeling his characters and putting more of mine on the field quicker thanks to the other City plots was also invaluable. The characters all performed well with Mandon Moore obviously destroying GJ, Nightmares also performed very nicely. The only disturbance was caused by the Balon Greyjoy which can put my discarded shadows cards into shadows under his control, but by then it was too little too late.

TL;DR, he shouldn't have too much of a problem, mainly thanks to the plots!
To be honest though, as long as you include some location hate like Tomdidiot said, no deck should have much trouble against a mill deck because discarding cards isn't something which wins you the game quickly, it just makes inconvenience for your opponent (from my experience)
