No doubt. Just HoD it and throw in a Galbart Glover for good measure.
Since all of your cards are stark anyway, you should add a bear island or two because why not? You might consider running 1 bear island and 1 or more widow's watch, and searching out the one you decide would be best depending on opponent's deck (for instance if they are playing stark bear island sucks). If you do stick with no agenda, take more advantage of it. For instance, using Call of the Conclave to search out maege mormont is almost as good as running HoD. Almost. If you're not going to use bear island and you continue to run no agenda, you should use alleras because he's awesome.

This deck is gonna have trouble with setup. You only have 6 setup cards that are cheaper than 2 gold. This means that you will often have only 2 setup plays, and rarely have more than 3. Add cheap characters like hungry mob, refugees, and hodor.

You are light on characters, and heavy on attachments. Consider replacing shaggydog with his character equivalent. He will often be turned on because of the high number of lords in your deck. And even if he isn't any mil character with deadly presents a catch 22 for your opponent. Plus you need cheap setup characters so he fits.

With all of those unique duplicates, you're going to run into some difficulty eventually. I would run one copy of Edmure Tully, that you can search out with widow's watch when you need him. 3 cost bicon with deadly is perfectly fine on his own, so you'll never be sad to draw him. And when you need his ability, he's really good to have.

You should play No Quarter. Should be in every stark deck.

3 X chamber is too much. It's unique, you know? Replace at least one. You have nothing but arya to use influence on anyway, right?

As far as cuts, you have some suboptimal cards in your deck. White Harbor Dromon is kind of meh. You've got a bunch of renown already, and another character, especially a cheap one, is often better than adding a naval enhancement to one you already have. Winterfell practice yard is kind of the same thing. Although it does work well with all of the unique characters you're running, you need to replace them with cheap setup characters. Harrenhal can be straight replaced by widow's watch, which is cheaper and searches your whole deck instead of top 3.

3 X at night they howl is a bit much, seeing how situational it is. With only 10 creature cards in your deck, you're gonna have trouble finding opportunities to stand more than 2 of them for value. Maybe if you added some wolf pups (cheap setup character) and feral pack (all stark cards), you could support a direwolf sub theme that justifies so many of this event.
