I took a version of this deck to a 2013 regional in CT and lost first round in top 8. I modified it and brought it to another 2013 regional in CT and missed top 8 on tie-breaks. Updated slightly and won a local tourney in NYC. All in all very happy with it.

In its current form it is what I am playing at a local tourney here in Boston tomorrow.

I am using something similar, only investing on 3 Rickon Starks and At the gates. This means that I don't have access to Negotiations, but I have access on Outwit. After all, it's better to Outwit a Valar rather than meeting it with Negotiations. Keep in mind that 90% of the decks out there will play their own Negotiations, so you can be sure that you will have a chance to refill :) Plus the chance of such a setup (rickon-at the gates->Luwin/Riders), gets me a step ahead of typical GJ setups.

Personally I would fit in White Harbor Dromon (TGF) because it accelerates your NCFs, and let you play around Stealth. Also I would invest on army Robb+Fleets.

Edit: I think that Damon is worth more than 1 slots if you are not running an agenda. He is just amazing.

Thanks for the feedback. I'll start by trying your rickon/outwit suggestion and go from there. I've really been wanting to do the rickon searchy type deck but havent had a chance to try it out yet.

And let us know how it goes. Since you do run Maege, you are not getting too much out of your way with Rickon. Also he is a Lord for funky first turn Red Weddings, hitting Melisandre or Cersei etc.
I started off with these changes:
+3 rickon
+1 rider of the red fork
+1 maester vyman
+1 harrenhal
+1 outwit
+1 at the gates
-1 take them by surprise
-1 negotiations
-1 maester aemon
-1 osha
-1 winterfell castle
-1 jory cassel
-1 winterfell practice yard.

I only got 1 game in, against BaraRush. It went great. turn 1 rickon, turn 2 at the gates, turn 3 cancel valar, scoop. Our Boston area group is meeting up in a week so I'll have more to report back on then.

Cheers.
hm, I seem to be able to edit my saved deck, but viewing this page says "you cannot edit this deck". Any idea how to get my edits to be reflected here?

I used to re-edit the deck on the builder then repost it. The admin that validates your post will update this automatically (same deck id or something).

Definitely go up to two Luwin, and get a 3rd Maege in. She is that good since apart from the ability she can trigger No Quarter and Die by the Sword all by herself.

If you are running Army people, there is no reason not to add the Fleet (simply amazing) and Robb Stark. Oh, and give some time to Old Nan. She is learned, and can stop nasty stuff (Stannis, Maesters, Dragons) and she can help you trigger funky Red Weddings :)
Still working on making minor edits. I recently swapped out Vyman for Old Nan.

Man though, Outwit is just insane. Thanks Hida!
Pretty much every game is forced valar, outwit, auto-scoop.

What would you take out to make room for high cost stuff like Rob & Fleets?

Probably the Tarly and the Recruiters. If you go that way, you can also add Muster the Realm in the plot mix and Take the Initiative for big gold rounds. Probably 2 Godswood and 2 Fiefdoms.

I would also swap Grey wind and the Price of War for 2 or 3 Call of the Three-Eyed Crow (AJE). So good.

Oh, and give some time to Old Nan (Edit:I missed your reference to her in your post...). Amazing Learned personality with attached character hate (Stannis i am looking at you). I think that a second copy of Luwin is needed also.
I dont see how call of the three eyes crow is so good. it's a very picky save effect. that being said I didn't even tried it yet, but if I did I'd try to do it in a deck with meera, murder-arya and icy catapults

also, you absolutely need jeyne westerling and robb. jeyne can even get some additional riders

drop the recruiters, you already have too much economy for my taste.

In the deck I am running 2 copies, I play Blackfish, Robb, 2 Damons, Eddard, the rest of the uniques that are listed here and it's been working quite well as a Valar or kill effect meta. It would be far better if Stark had good 'come into play' effects, but it's quite good as it is now.

One other thing that you can consider is Distinct Mastery (Core) for the event slot.
