Feel free to comment on anything or on anyway you think I could improve this deck. Current deck building challenges are making it faster and what high cost characters to use. Cards closer to the top of the list are what I feel are more important, rest if not all are flexible.

For draw, House of Dreams Harrenhal and usual turn 1-2 At the Gates for Maseter Luwin (or Riders of the Red Fork if need be) Usually have enough cards/characters in hand. Setup's usually at 2 cards (mainly events), but pulls a good 3. Maybe early board advantage would be better (high gold opener and non HoD) but I find this works and is fun. Usually can delay Valar until Luwin has more than payed for himself.

Murder makes it fun. Often have two to three murder cards in first turn and Luwin fishes for more. Often have enough war crests. Enough deadly to get unopposed when board control is achieved. I think it’s important on characters like Arya, Damon, Ghost of Winterfell, Eddard and Ramsay so you can get it on non-military challenges but even with military challenges with Northern Cavalry it helps on further military challenges.

I think it does well but I feel it needs to be faster so I don't have to force Valar late game when I have board dominance. Non-knelling characters, general board advantage and plenty of reducers to save gold for dominance makes Minstrels Muse great for this Deck. Similarly that's why I've added Make an Example.

At first glance I do have two restricted cards, Meera and Fear of Winter, which I don't feel makes the deck game breaking when mainly playing for fun. If need be would I would drop for a second Power of Arms or another 3 for 3 two icon & a keyword/mad effect character. It feels almost blasphemous to say it on this site, but I don't think Meera Reed is that good in this deck.

Plot’s are a bit variable. The gold curve seems fine as you usually have enough locations as the game progresses. Initiate is the issue, can’t tell if it’s better to go first or not. Two claim with Respect and the Power of Arms is nice for board control and power grab. Could include two power of arms. I see At the Gates as 6 gold, the search for Luwin or Riders is great depending on the number of events you have. Fear of Winter on/around Valar is awesome. King’s Landing coup for gold, initiative and card draw with Frozen outpost (Also my favorite card & good picture/chapter/Littlefinger). I have considered/used are Oxcross, Assault on Kings landing, Take them by Surprise, Storm of Swords/Mummer’s Ford (For a Siege variant, with more Karstarks). Haven’t considered any neutral or out of house cards really.

Why not include at least 1x new Robb Stark? Also jumping Cat (LoW) is always the best option

The new Robb Stark would be perfect for this deck having renown & being unique with a war crest (for Die by The Sword & No Quarter in the same turn). Plus his ability is cool, but I wouldn't build a deck around it. I may just get the new pack after all.
.
I like LoW Catelyn, but I like core Catelyn's effect better. I think she's more useful when defending, when not stealthed of course but I try to choose and kill characters with stealth anyway, so your board presence is more intimidating. Plus I want to use her for attacking anyway, particularly on two claim turns.
Also isn't Northern Cavalry Flank restricted as well as the other two you mentioned? I think NCF is probably the best bet in this kind of deck
kings landing coup and at the gate turn eachother off. why not a Take Them by Surprise?

And I know you mention it for a moment, but you actually have 3 restricted I believe make an example is too.
If you're going to use a city plot I'd definitely opt for Gates over Coup. I like running Manning The City Walls to jump in a War Host of the North or Bastard's Boys in military Stark decks, but that is also restricted, so I'd stick with Gates and swap coup for something with a bit of gold and two claim, Men Of Pride is always a good choice, or even another Power Of Arms

Talieson, I should of mentioned it in the description, but this is mainly a Joust deck, so Make an Example and NCF are not restricted in this case. If I were to play a competitive Melee with this deck I think I would choose NCF over Make an Example, as Make an Example just draws you to much attention. But as I say that, annoying 3 people by playing Fear of Winter first turn is always fun haha.

lmsndrs, you are right about the city plots, I was forgetting that Kings Landing Coup conflicts with At the Gates, I will definitely change it out. I don't play Coup for the effect really, more for the 4 gold and high initiative so I can go first and choose and kill my opponents important characters before they have their turn. I may replace it with Take Them by Surprise instead. I've tried forcing Men of Pride before in a few decks, for the gold and claim, but the 0 initiative makes me always re-consider it (and in this case I think I need it). It works very well in Martel decks I've seen though. I might swap out Fear of Winter for another Power of Arms, it is a very good plot.

I was looking at running Manning the City walls for with the Bastard's Boys for their effect, but I don't know how playable it would be If I need to play one, and can't play the other. I've had that before in a Baratheon deck with the Red Queen's Faithful. After I'm happy with this deck I may drop At the Gates for Manning and see how that goes.
Manning usually goes fine for me in decks like this because there's always semi-expensive armies floating about; even if you have to use it on House Umber Berserkers or Reed's Crannogmen, it's still giving you 4 gold's worth. But yes, War Host of the North and Bastard's Boys are the ones to aim for with that
