The general strategy is using the Tully's and Riverrun to not lose challenges. Using The Long Winter and Plots to help Ser Edmure Tully's ability actually mean something + kills with Grey Wind. Lots of events to kill off Characters to keep board advantage. Any advice or suggestions are greatly apprecaited. I'm still a newb when it comes to proper deck building. :)

I'd be inclined to change out Threat From the North for another Power of Arms as the higher claim and strength is more useful than the burn effect, and to increase the war crest contingent by dropping the duplicates of your uniques and adding more copies of your war crested non-uniques. I get that you're messing with strength values as well with Long Winter and the dogs, but its too diffuse and weak a theme to be worth including, IMHO, and if you're just looking at challenge math rather than burn, Power of Arms will be stronger.

I'd also drop all the Events except Die By the Sword. At present you have 15 cards of non setup.

Alternatively, swing the deck the other way, put in max multiples of your noble crested guys and have 2 x Power of Blood instead, but I suspect this will be weaker and slower overall.

Riverrun / Tully is pretty cool, but you'll have a hard time not losing an Intrigue challenge, as you don't have high enough initiative to aggro, and don't have enough intrigue icons to stop intrigue attacks.

I'd suggest picking one approach, and doing it very well, rather than multiple parallel strategies.
Thanks for the advice, its much appreciated. I think after a few games on OCTGN, I agree that the burn affects just arent strong enough or reliable enough to worth having the side approach. What about adding characters like House Tully Speton and Riverrun Messanger with Catelyn Stark (LoW) to boost Intrigue Str and keep the House Tully Theme? I'm afraid of losing to many events, as I feel Starks best asset is its ability for so many targeted kills to maintain board control. If I let my opponet ramp up too much the Tully theme weakens drastically. Anyway Thanks again for the advice.
Tully is a tough theme to run right now, as it is, and probably Tier 1 Tully isn't doable. Not to say I'm discouraging you from playing that, as its a very fun deck!

A friend of mine plays a straight defensive Tully game in melee using the Stark military agenda and grabbing Kingsguard title as often as he can, and has had moderate success with that, though he too suffers from lack of decent intrigue defence. Essentially his entire deck is geared around defensive military, and with poor card drawing (save for Guard at Riverrun) he suffers badly on the inevitable recoveries from reset.

Even in our very much T2 environment, he doesn't do brilliantly with this deck, but he did pull out a surprise win with it once, pulling out I Fight To Win, grabbing an opposing title to a player as well as Kingsguard title, and managing to get 4 Power out of a defended miltary challenge by proxy, as well as another 4 Power from a subsequent unopposed military attack against that same player, for +8 power in one turn.

In a joust environment, its hard to make the Tullys work as a theme, as defence is hard without strong control elements, and the Starks aren't too strong on efficient control elements on defence. The Stark shtick is more efficiency on character strength in power/military, mucho murder, and deck searching.
