A silly deck that I've enjoyed playing on octgn. It really is exceptionally unstable, but it does often hit 7 cards on setup, and timed right can be a lot of fun.

The general gist here is that you don't play everything you can on the first or second turn, but instead try to draw out an opponent's reset.

Then you dump your entire hand onto the table in one go on a turn with your own Valar Morghulis.

What about First snow of winter? I recommend first turn Forgotten Plans. Interesting idea for the deck! :)
First Snow of Winter is not disastrous for the deck, as it can redeploy again pretty quickly, though Conquest adds to the pain.

I considered Forgotten Plans, but ultimately I need the Rivers to keep the card flow going, and the only other slot free I filled with Blockade, which is great to play opportunistically if my opponent hasn't got much income on the table.

This deck, incidentally, has proven to be pretty terrible in multiple octgn outings. On one occasion, its all clicked into place with a 1-turn jump from 7 power to victory with Viserion and a pile of attachments, but that was the odd game out. Its lost about 5 games to 1 win.

Still, this was more me exploring a conceptual space for a deck, rather than trying to build Tier 1. Just wanted to see if I could build a deck that doesn't care that Rivers have crappy income. Conquest was necessary to broaden the cost 0 and 1 options, but its not wonderful to lose masses of Power to Prized.

All in all, considering dropping Stark from this, and playing just Targ and Neutral, and no agenda.
Noob Doubt: If you have Xaro's home in play and another in your hand, you play it like a duplicate?
Yeah, thats right. It then does all the things a duplicate normally does.

Generally I'm less worried about duplicating unique locations in my deck than unique characters, as there's no worry about it ending up in the dead pile and leaving me with dead draw.
