The issue with that is all the House Targaryen only cards could not go into the deck then. Granted, using it to save on the first army bought each turn will still make it worth while IMO.
Now, personally there are several changes I would make to the deck.
First of all, there are only 7 cards that I count from House Martell. Of that, it mainly seems to be to use Desert Exiles at cost. Now whilst they have solid stats, giving your opponent the benefit of the Alliance agenda for a 4 gold 5 Strength Bicon army will benefit them more then it will you. Which makes me wonder, why not make it purely Targaryen, and not use an agenda? Pike Phalanx (QoD) or Warlock's Servitors (Core) could be added in to give you more armies.
Second, I would strongly recommend increasing the number of characters within your deck. With only a third of your deck being characters, you may not be able to maintain a strong board position and win challenges. With you having less characters, it will be easier for them to control the few characters on the board by kneeling them, removing their icons, bypassing them with Stealth, or just having a higher overall Strength. Conversley, having half of your deck dedicated to locations is too much. Reducing the locations and using the space for characters should improve the deck.
Third, the curve of your deck seems quite high, which when combined with your low character count, means you will not get many cards out per turn.
Fourth, the new plot Manning the City Walls (CD) gives you a combination of claim 2 and gets one of your armies out for free, which can help mitigate your curve issue for a turn.
Overall, I would be interested in knowing what made you go for the cards and combinations that you have, as there may be combinations that I haven't seen which would explain some of your choices.
However, looking closer at the deck now, I strongly agree that playing without Martell at all seems to be the better solution
And yes. It needs more characters.
