Is there a limit on how many times you can do this?  Can you only trigger the after you win once per time you win?  

Rules Reference, page 17 (Reactions):

Unlike actions, which are resolved during action windows, each reaction may be initiated once each time
its specified triggering condition occurs, as described in the reaction’s ability text.

This makes more sense just found it in the rules.  "Unlike actions, which are resolved during action windows, each reaction may be initiated once each time its specified triggering condition occurs, as described in the reaction’s ability text".  I was thinking this ability was too now I'm not really sure if it is worth it goes against several Bara triggers about having more power on your house.

This is obviously for the dominance deck. The 'more power' cards are for a more rush-style of deck.
Interesting that you can give opponent's characters power!

If I were trolling I'd do that then trigger Edmure Tully to get it back.

Could also be nice with Unexpected Delay.

In a Valar meta I wish that work opposite way. 2 power on characters -> 1 power on a faction. And that'll be legit because of City Watch and Disputed Claim :|

True, but as long as you have saves you can get around that. You aren't exactly rushing if you want to win dom after all.
