Soooo I played this last night, and my opponent pointed out that he could choose MY characters for this plot. Fortunately I didn't have any non-Army units with high cost out... but I figured it was worth pointing out to anyone like me who might have missed that detail.
Sure. If it was different, I think every deck in the entire world would run this plot until a complete meta shift to decks with only <6 costing charcters took place
There is also the detail that your opponent doesn't choose the character which is to be killed, only the one to be knelt, so If you kneel Eyrie in plot phase for your only one non-army character which costs more 6 or more, you can play duel to basically kneel your opponents 6+ character (unless he prefers to kneel your character and kill his own)

Can this characters be chosen as targets for Duel?
You have 2 eligible targets so yes, the Duel ability will be initiated. Knelt character would be killed and standing character would be knelt.
It is not possible to "choose" a knelt character for the effect of kneeling. So logically you must "choose" the standing one. And kill the other - already knelt one.
If there is only one character with 6+ cost, does that character get knelt or is this plot useless?
I don't think the plot is initiated when there is only 1 character with 6+ cost. On the fantasyflight website the article "a duel of champions" points out that there need to be at least 2 characters with 6+ cost. I think it would have been better if the plot text inlcuded the phrasing "if able"...
