The card needed to jump start the Fat Cat sacrifice or Rob Stark stand engine on command rather than situationally or only from Jon Snow.  The repeatable effect is simple to trigger.  I like.

Is it weird this card may be the one that finally gets me to play Stark for a bit?

If this was simply another kill card, it would lose value when you've cleared their board.  Making them lose locations instead adds tremendous value.  I expect the decks built to exploit this card will be phenomenal.

So the action is missing a word "choose". That means it can be initiated also when one side has no characters/locations. Sacrifice can't be saved. However if I, as a Stark player, have no locations nor characters I think it would be game over anyway. In other cases it will also hurt my position, though I agree that as a controller of this effect I can time it properly. In my opinion it looks more scary than it would be in an actual game.

Not saying the card is bad, but it is "situational".

Getting the card back is going to be harder than you might think. You usually won't have the gold to do it in the plot phase so Wildfire and Valar are out -  so that leaves little option beyond opponent's military challenges - the only one I can think of is Lanni Harrenhal (since it doesn't have to be a Stark who is killed). 

 

Maybe Stark Rains could do it well?

Can you use Fealty for paying this card's reaction cost? In that case it could be used in Plot phase. I vaguely remember someone mentioning that Fealty could not be used for the reaction of these kind of events, when bringing them back. Like it is not "playing". But I might be wrong, I have lately too much info on roman jurisprudence so then I can miss important info from GoT.

No, Fealty reduces the next loyal card you marshal or play that phase.

The next FAQ will include a clarification of what the term “playing an event” entails, to clarify that triggering the ability on The Prince’s Plan (and similar events) is not considered playing an event and does not require paying the printed gold cost, nor does it trigger any effects based on “playing an event.”

True, I just checked the Fealty. I never used that Agenda so was not aware it's an Action :)

Is it me or is this card so niche as to be terrible?
