As strange as it may sound, this card is probably best in a deck running political disaster itself. Since it is non-loyal and can go on non-nw locations, that deck would not need to be a NW-Main deck as well.
Data error: trait is Fortification, not Condition.
That's a shame, Cressen can't destroy fortifications in addition to his talents for breaking people out of jail, unfreezing buildings with his bare hands, removing Bodyguards and allowing Milk junkies to go cold turkey!
