A Star in my Lannister decks. Timed correctly this can shut down your opponent for a round while you go to town!
If you end up going first, take care that you don't give your opponent an intrigue win on the defense. It still fulfills the condition of this plot! You may be better off making no intrigue challenge at all in order to ensure that the opponent can't win.
Indeed, going second means you can over-commit to defend their intrigue challenge, and by winning not only deny them the military and power but enable you to have the full range of options at your leisure when it is your turn to attack in the challenges phase.
So strategically if you win the initiative against this plot you may want to choose to let your opponent go first.
