Before.
The flow chart on p. 25 of the RRG shows the timing for Dominance:
5.1: Dominance Phase begins
5.2: Count standing STR/gold and award dominance power
PLAYER ACTIONS
5.3: Dominance Phase ends
Since this card is a Reaction to the Dominance Phase beginning, it would be triggered in the reaction window that opens between 5.1 and 5.2, so it is standing when it comes time to count STR for Dominance in 5.2.
