The Rules Reference entry for "stealth" reads as follows:

 

 

Stealth is a keyword ability.  When a player initiates a challenge, for each character with stealth he or she declares as an attacker, that player may choose one character without stealth controlled by the defending player.  Each chosen character is considered bypassed by stealth, and is not eligible to be declared as a defender for that challenge.

 

The Learn to Play entry for "stealth" reads as follows:

 

 

When this character is declared as an attacker, you may choose a character without stealth controlled by the defending player. That character cannot be declared as a defender for this challenge.

 

What I'm getting at is that neither entry says anything about the intended stealth target needing to have the icon that would be required in order for said character to be eligible to participate in the current challenge.

 

Given the text on the card and the descriptions of how stealth is to be used, it should be possible to issue a military challenge, choose to stealth a character that does not have a military icon, and have Ghost's ability take effect.

He really is amazing... Had a game against Eddard Stark and Ghost completely controlled him :D
