if i trigger this effect and reduce my oppenents strength sufficiently so that i have say 5 str and they have 0 str can i then trigger superior claim or had the amount i won by been set at the start of resolution?
The amount you won by was determined in the "Determine Winner" step, which is what you're reacting to. You don't get to change how Determine Winner ended by subsequently affecting things which went into the calculation (for the same reason Throwing Axe can't retro-actively make the challenge unopposed, or won by 5 or more).
