Sacrificing attachment is part of the cost for the effect, and you can only pay costs with cards you control.

Question: Are Agendas unique or can this one be used twice with Alliance?

A player can only run 1 copy of each agenda, even in cases (such as Alliance) where they are allowed to run multiple agendas.

if it WOULD be possible, why should you want to play two? The only effect would be giving your opponent 2 gold instead of one (?) just curious what your thoughts were

Edit: sacrificing two per chall I see, funny idea. But I think you would rarely want to trigger this, especially for the price of having to run75 cards.

Yes, I don't think it is very useful either. Just wondered if it was legal :)
