if i kneel Iron Fleet Scout can i trigger its strength boost and use the kneel to trigger support of Harlaw?

Nope, those are two individual actions. Each must be resolved fully, separately. If you already pay cost (kneel) for one of those actions, you can't pay it again - the card is knelt.

 

The situation you describe would be worded differently. Check this example - Citadel Novice and Archmaester Ebrose. The text on Novice says: "Reaction: After Citadel Novice is knelt,..." - which means if you kneel Novice to pay a cost of Ebrose's ability, it will trigger Novice's reaction as well. Synergy. Or if you pay a cost for Chataya Brothel with Novice. Or other similar examples.

I saw that this card wasn't unique. Probably a dumb question, but could I attach three of these to one character and have them gain all three keywords? I assume I'd also have to kneel three warships to do this, if it is possible?

You can do that with just one attached, there's no limit on the number of times the action can be triggered; just the warship kneel cost.
