i wonder if anyone has a proper idea for this agenda. i am considering this agenda for my stark deck (starks uniques) to get the winterfell castle right in the beginning. is ths location protected for the whole game?

Not really. It is save from beeing discarded, but vulnerable to all other effects (Nightmare, Frozen solid, whatever I miss). The most tricky thing that can happen is Raiding The Bay Of Ice +Pillage: you will loose the one and only copy of the card you build your deck around and sacrificed your setup for. So, you are still not safe to GJ despite the Agenda. I'm sure there are some Combo decks out there that will make good use of the Agenda, but I'm not sure about casual/normal decks. The setup with this agenda is tricky
It's much weaker than its 1.0 version. Call me crazy, but I consider it to be pretty meh. I shudder when I think what they have in store for my all-time favourite card in 1.0: KotHH.
It is basically dead against Greyjoy or Stark, or Banner Wolf. Risky.

If you fail to include protection for your chosen location, you probably shouldn't be playing this agenda. Winterfell Castle can get a lot of mileage on the cheap. I'd pick it over Bear Island almost every time in a Stark deck
