So, he puts one card per turn out of play. They of course remain out of play, whatever happens to Tris. But what about the "cannot marshal or play"? Supose Tris stays in play, is the phrase true for all cards he put out of play or only the one he put out of play in the current turn? I guess the first, but rulings are strange sometimes...

Each time you trigger Tris you create a different lasting effect. So each time you remove a card with him you "ban" a card and the "ban list" can grow as much as you can until Tris stays in play. Once he leaves play each lasting effect wears off and the "ban list" is no longer effective.

And yes cards remains out of game and will make no return regardless.
