What's this for? Ser Barristan? ^^
It can be used on characters an opponent owns but you control.
Edit: It can also defend against an opponent's Recruiter for the Watch.
Edit #2: Also can use against opponent's Ser Dontos, or can combo with Margaery Tyrell (House of Thorns). Really I think the main use is supposed to be characters you've stolen from your opponent though, since that is something the Night's Watch can do pretty well.
Don't forget melee.
You could also use this to lose dominance, e.g. for Song of the Seven, or Nymeria Sand (SoD)
