Does this include plot cards?
Yes.
"A player’s revealed plot card is considered in play and interacts with the game state" (RRp15).
"Cards by default enter play under their owner’s control. Some abilities may cause cards to change control during a game" (RRp14).
That I understand, it just feels awfully wrong. Thanks.
