No. It's phrased that way so only at every individual instance can it be triggered. Otherwise Without His Beard would be a guaranteed 3 power for her (among other shenanigans).
Guys at theironthrone put 2 power on her due to "Wardens of the West". Think it should be 1 only as she gains one per trigger, right?
One per trigger yes. However "Wardens.." is one trigger and INT claim is another trigger. So overall 2 power under normal circumstances.
In such case of course there is only 1 trigger -> 1 power for Cersei. Unless they played something else like f.e. that barber card.
