Does this work for things like PttS and Tears, or just things that are in play like Ser Gregor?

It should still work, as far as I know. Tears of Lys might be an issue though, because all of The Seven characters I can think of have Intrigue icons, so the targeting restriction wouldn't be met.

It works for events, yes.

PttS is fine, but it doesn't work for Tears because Tears doesn't target a character, it just places a token on the character. It sounds like the same thing but it's not, because the rules define a "target" as: "The term "choose" indicates that a target must be chosen in order for an ability to resolve. The player resolving the effect must choose a game element (usually a card) that meets the targeting requirements of the ability."

So if there's no word "choose", it isn't targeting, and you can't trigger High Septon.
